Date: July 7, 2010
Subj: ISEG Deployment Structure
1. (TS) When the United Nations designates a target
for sanctions enforcement, the ISET appropriate to the region will
be designated as the primary team.
2. (TS) One of the four remaining ISETs shall serve as a Quick Reaction
Force (QRF) for the primary team.
3. (TS) One of the three remaining ISETs shall serve as an advance
party for the operation.
4. (TS) The advance party shall identify, establish, and secure
a covert Advanced Operations Base (AOB) for the operation as proximate
as possible to the objective.
5. (TS) The two remaining ISETs shall provide counter-surveillance,
security for the AOB, and protection for the ISEG Command Element.
6. (TS) Once the advance party has identified and secured the AOB,
the remainder of the ISEG shall deploy to the AOB to provide intelligence,
logistics, MEDEVAC, and communications support to the primary team
and the QRF.
7. (TS) Upon completion of an operation, the QRF will assist in
extracting the primary team from the Area of Operations.
8. (TS) In the event that the ISEG HQ orders an Emergency Termination
(E/T) for an operation, all ISEG personnel will exfiltrate to a
primary or secondary Rendezvous Point (RP) designated by the ISEG
HQ.
9. (TS) If the ISEG orders the Emergency Termination of a mission,
it shall be the mission of the advance party ISET to sanitize the
AOB.

Subj: International Sanctions Enforcement Group Structure
1. (TS) In accord with the Classified Annex to
United Nations Security Council Resolution x1604 [RESTRICTED DISTRIBUTION],
the International Sanctions Enforcement Group shall be Headquartered
by three men; a US Army Captain (Commanding Officer), British Special
Air Service Lieutenant (Executive Officer), and a US Navy Chief
or US Marine Corps Gunnery Sergeant (Senior Enlisted Officer).
2. (TS) The International Sanctions Enforcement Group shall consist
of five International Sanctions Enforcement Teams.
3. (TS) Each ISET shall be composed of seven men, and shall be geographically
focused; Alpha (Asia, the Pacific), Bravo (Africa), Charlie (Central
and Eastern Europe), Delta (Latin America and the Caribbean), and
Echo (Middle East and Southeast Asia).
4. (TS) The ISET shall be led by an officer of the US Armed Forces,
and shall be assisted by a deputy officer of the British SAS.

Subj: United Nations Sanctions Enforcement
1. (TS) In accord with the Classified Annex to
United Nations Security Council Resolution x1604 [RESTRICTED DISTRIBUTION],
the United States and the United Kingdom are designated as the International
Sanctions Enforcement Powers.
2. (TS) The International Sanctions Enforcement Powers shall establish
an International Sanctions Enforcement Group (ISEG). The Enforcement
Powers shall provide such personnel, logistics, command, control,
communications, and intelligence support to the ISEG as needed to
carry out the mandates of the United Nations executive in accord
with the Classified Annex to UN Res. x1604 and international law.
The functions and activities of the ISEG shall be undertaken in
such a manner that they do not bring discredit or disrepute to the
Enforcement Powers or the United Nations executive.
3. (TS) The United Nations executive shall communicate specific
requests for action by the ISEG directly to the heads of state of
the Enforcement Powers or to their mutually agreed-upon designees.
4. (TS) The Prime Minister of the United Kingdom has designated
the Secretary of the Cabinet, as the UK Designated Point of Contact
for all ISEG activities.
5. (TS) The President of the United States has designated the assistant
to the President for National Security Affairs as the U.S. Designated
Point of Contact for all ISEG activities.
6. (TS) By mutual agreement of the United Nations executive and
the International Enforcement Powers, the existence and activities
of the ISEG shall be held at the highest levels of classification
and nondisclosure. Accordingly, all communications pertaining to
the ISEG shall bear the following legends:
U.S.: TOP SECRET. CODE WORD ACCESS REQUIRED, NO DIS.
UK: MOST SECRET. LIMDIS BY ORDER OF THE PM.
UN: SEC GEN RESTRICTED. SPECIAL HANDLING REQUIRED.
7. (TS) The Secretaries of State and Defense, the Director of Central
Intelligence, and the Director of the FBI shall provide such support
to the ISEG as requested by the National Security Advisor to carry
out the terms of this directive.
8. (TS) The International Sanctions Enforcement Powers may elicit
the personnel and resources of non International Sanctions Enforcement
Powers at the discretion of the United Nations executive.
9. (S) This directive is exempted from routine downgrading and declassification
and shall not be reproduced except by order of the President.
